GoHighLevel bills AI three ways: nothing upfront and pay for what you use, $50 a month per sub-account, or $97 a month per sub-account. That is the short answer. The longer answer is where the money actually goes, because HighLevel rewrote how Voice AI is priced in May 2026 and a lot of published guidance has not caught up.
Bottom line: The $97 AI Employee Unlimited plan is priced per sub-account, not per agency, and it only beats pay-per-use above roughly 451 to 1,617 Voice AI minutes a month depending on which voice you pick. Count your minutes before you switch anyone on.

The three ways GoHighLevel bills AI
AI pricing sits on top of your platform plan, not inside it. You still pay $97, $297 or $497 a month for GoHighLevel itself (the full breakdown lives on our GoHighLevel pricing page), and then each sub-account you enable AI on lands in one of three billing modes.

Two details in that table do more damage to budgets than anything else. The fees are per enabled location, and pay-per-use is no longer quoted as a tidy per-message price. Conversation AI on pay-per-use bills at token cost, which means it moves with the model you choose.
Overages do not cut you off. Once a Growth plan burns through its 1,000 responses or 100 voice minutes, usage keeps flowing and bills at pay-per-use rates. HighLevel’s FAQ is explicit that no call gets dropped mid-conversation; only the billing model changes.
What changed in May 2026
Voice AI used to bill as one bundled per-minute rate. It does not anymore. HighLevel unbundled it into separate components, and the documentation now carries a dated rate table showing the Voice Engine charge effective from 20 May 2026.
This matters because the old bundled figure of $0.13 per minute still appears across a lot of GoHighLevel content, including pages currently ranking for Voice AI cost queries. The docs treat that number as historical: “If you are reviewing historical usage before May 20, 2026, you may see older bundled Voice AI pricing.”
The same drift hit Conversation AI. The widely repeated $0.04 per message figure has no equivalent in the current pricing table, which lists pay-per-use Conversation AI at token cost instead. If a comparison page you are reading quotes both $0.13 and $0.04, it was written against the old model.

Voice AI: the real per-minute cost, by voice
A Voice AI call now bills in four parts: the Voice Engine rate, the text-to-speech provider, language-model tokens, and normal phone charges. Engine and TTS are the two you control directly, and they produce a wide range.

That is a 3.6x spread between the cheapest and most expensive voice, driven by a single dropdown. Nothing else about the call changes. An agency running 500 minutes a month pays about $30 on an OpenAI voice and about $108 on ElevenLabs V3, before tokens and telephony.
Language-model tokens sit on top and vary by the model you attach. HighLevel lists GPT-5 Nano at $0.05 per million tokens and Claude 4.5 Sonnet at $3.00 per million, a 60x range. On short calls with a cheap model, tokens round to pennies. On long, context-heavy calls with a premium model, they stop being a rounding error.
HighLevel’s own documentation flags why two identical-length calls can bill differently: TTS provider, model choice, token volume and phone charges all move independently. Budget from your actual configuration, not from an average.
When does $97 Unlimited beat pay-per-use?
Here is the calculation nobody publishes. Divide the $97 flat fee by your effective per-minute rate and you get the monthly Voice AI volume where the Unlimited plan starts paying for itself.

The premium voice reaches break-even nearly four times sooner. If you have committed to ElevenLabs V3 for brand reasons, the flat plan becomes defensible at well under two hours of calls a week. On a cheap voice, you need close to a full working week of talk time before $97 makes sense.
The Growth plan complicates it slightly. It costs $47 less than Unlimited and includes 100 voice minutes, so the honest comparison is Growth-plus-overage against Unlimited. That $47 buys 783 extra minutes at $0.060, putting the crossover near 883 total minutes. On ElevenLabs V3 it buys 219 minutes, crossing over near 319.
These figures exclude language-model tokens and phone charges, which push every crossover point lower. Treat them as ceilings, not exact thresholds.
What Agent Studio costs (no plan covers it)
Agent Studio is the exception that catches people who assume $97 buys everything with “AI” in the name. HighLevel states plainly that it is not included in any subscription plan and stays pay-per-use across all three tiers.
It bills on model tokens with separate input and output rates:

Web search inside Agent Studio runs through Tavily at $0.01 per search. Output tokens cost eight times input on GPT-5, so verbose agent responses are where this line item grows.
Premium workflow actions follow a similar model at $0.01 per execution, with Workflow Pro bundles at $10 for 10,000 executions, $25 for 30,000, or $50 for 65,000. If you automate at volume, the $50 tier drops the overage rate to $0.004 per execution.
Which platform plan lets you rebill AI to clients?
This is the part that decides whether AI is a cost or a revenue line, and it is gated entirely by which platform plan you are on.

Only the $497 plan turns AI usage into margin. HighLevel’s FAQ confirms agencies must be on the $497 plan to rebill AI Employee usage at all, and that markup configuration is exclusive to that tier.
The default resell prices are published too. AI Growth resells at $100 against a $50 cost, and AI Employee resells at $147 against a $97 cost. Both leave $50 per month per client at default settings. Twenty clients on AI Employee produces $1,000 a month in margin, which covers the $497 platform fee twice over. That is the actual financial case for Agency Pro, and it connects directly to the white-label and SaaS mode setup.
Clients never see the underlying numbers. HighLevel confirms sub-accounts have no visibility into usage meters, dollar amounts or token counts, while agencies can cap spend per sub-account and per user.

The per-sub-account trap
Agencies get this wrong more than any other line in the AI pricing model. Both paid AI tiers bill per enabled location, so the cost scales with your client count rather than sitting flat.

At ten sub-accounts, the Unlimited add-on costs almost double the $497 Agency Pro platform plan underneath it. That is not a reason to avoid it, since rebilling at default markup recovers $50 per client. It is a reason to enable AI deliberately, sub-account by sub-account, rather than switching it on across the board.
The practical approach agency operators describe publicly is to start every client on pay-per-use, watch the first full billing cycle, then promote only the sub-accounts whose voice minutes justify a flat plan.
What is free right now
Some AI features carry no charge on any tier, and the list is longer than most summaries suggest:
- Funnel and Website AI at 1,000 prompts per day per location
- Workflow AI Builder, which generates workflows from a prompt
- Generate with AI for SMS, email and other workflow content
- Email AI, included on all tiers subject to fair use
Two more are temporarily free. Ask AI and AI Studio are included under the Summer of AI promotion, and the documentation states the published charges apply from 1 September 2026. If your evaluation depends on either, verify the current status rather than planning around free access.
One caveat on the word “unlimited”. HighLevel’s fair-use policy reserves the right to throttle, limit, require upgrades, or terminate access where usage is excessive or affects platform performance. Unlimited means uncapped in normal operation, not guaranteed infinite.
How to keep the AI bill predictable
Five controls do most of the work here, and four of them are free:
- Pick your TTS voice on cost, not on demo quality. Moving from ElevenLabs V3 to OpenAI TTS cuts the per-minute floor by 72%.
- Attach a cheap model where quality allows. GPT-5 Nano against Claude 4.5 Sonnet is a 60x difference on tokens.
- Set spending limits per sub-account and per user. Agency settings support both, and clients never see the meters.
- Start on pay-per-use and promote after one billing cycle. Real minutes beat projected minutes.
- Fund the Agency Wallet deliberately. AI usage draws from the same wallet as phone, email and validation, so a single balance covers several metered services.
